Phanida Phivilay is the Community Outreach Manager at UnitedHealthcare Community & State Plan in Rhode Island, where she builds and strengthens relationships with healthcare providers, community organizations, elected officials, and community leaders across the state. She plays a key role in advancing UnitedHealthcare’s culture work and addressing social determinants of health.
With more than 26 years of experience in healthcare, Phanida has dedicated her career to advancing health equity and improving access to care. She works closely with Rhode Island’s Health Equity Zones and serves as co-chair of the South Providence HEZ Improving Access to Healthcare Services Subcommittee. During the COVID-19 pandemic, she volunteered extensively with community-based organizations and temples to distribute PPE, share educational resources, and support local residents.
Phanida began her career at a community health center in Providence and later spent over seven years at Women & Infants Hospital of Rhode Island. She has served on numerous boards and commissions, including as the first elected Southeast Asian female board president of the Center for Southeast Asians and as a member of the Providence School Board. In January 2025, she was appointed to the Johnston School Committee. Resettled from Laos and living in Rhode Island for more than 46 years, Phanida is deeply rooted in her community.
